Please join ACEC Bay Bridge Chapter in welcoming our Link 21 Panel as they discuss how the Link 21 program will transform the BART and Regional Rail network in the Northern California Megaregion, and the City of Oakland in particular, into a faster, more integrated system that provides a safe, efficient, equitable, and affordable means of travel. The Link21 program will include a second Transbay crossing and will link transit systems from 21 counties to provide a more connected passenger experience throughout the megaregion.  The Panel will discuss latest concepts, program updates, and future design opportunities.

About the Speakers:

Camille Tsao, Capitol Corridor, Link21 Program Lead

Camille Tsao is the Link21 Program Lead for the Capitol Corridor. She represents regional rail interests on the Link21 team and is responsible for alignment of Link21 with the State Rail Plan. Camille has been working in the public transportation industry for over 20 years and has conducted numerous alternatives analyses and managed multiple projects for commuter, intercity and high speed rail.

She was on the Transportation Research Board Intercity Passenger Rail Committee for nine years. Prior to joining Capitol Corridor, Camille was a consultant at CDM Smith in San Francisco and HNTB Corporation in Oakland. She holds Master’s degrees in City Planning (MIT) and Transportation Engineering (UC Berkeley).

Nicole Franklin, Link 21 Engagement and Outreach Manager

Nicole Franklin is the Engagement and Outreach Manager for Link21.  She is a community engagement and land use professional with over 20 years of experience working with government agencies, community groups, and multidisciplinary teams during the entitlement, permitting, funding, and construction phases of private development and public infrastructure projects. She currently serves as Public Engagement Manager, directing the Link21 Engagement and Outreach work, which includes, public outreach and engagement, media relations, government relations, branding and marketing, and equity policy and outreach.

Nicole Ferrara, OakDOT Major Projects Division Manager

Nicole Ferrara has worked on the intersection of public health and urban planning for nearly 15 years and believes that all people deserve to live in cohesive communities where health and wellbeing are woven into the fabric of our streets and public spaces, regardless of your zip code, race, wealth, age or ability. As the manager of the new Major Projects Division within OakDOT, Nicole is overseeing the development and delivery of approximately $0.5 billion in transformational capital improvements.
